How To Access Markup Toolbar in Preview

There is no way to have it show up automatically, but you can easily access it using shortcut ⇧⌘A. If you’re not into shortcuts, you can customize your Preview toolbar and add the Markup icon into your toolbar and click that icon to access Markup tools. To customize, right-click the toolbar area of Preview and select Customize Toolbar…, then drag the Markup icon to your toolbar.
